Fight Against corruption: 
Method of Modi Vs Kejriwal

         Currently BJP is fighting election on bases of development while AAP on issue of corruption. Congress is playing the card of secularism.  So it looks like Narendra modi can give good leadership but has tendency to do some compromise in term of corruption. Those who know NaMo by only Twitter or Facebook, has one question deep in their mind and that question is " Will NaMo be able to fight against corruption? If yes, then How? There can be some hypothetical or probable answers, but  real answer is his work to reduce corruption in Gujarat. Surprisingly it is least discussed but one of the most important work done by him in Gujarat. I have been in Gujarat for 7 years in last decade. And what I am describing here is based on practical experience and not based on media report or impression from social media. We must admit that still much more need to be done for corruption in Gujarat. We will also discuss two fundamental methods to fight against corruption, one by Mr. Kejariwal - that is by community participation and one followed by Mr Narendra Modi that is transparency in system by use of modern technology.
       
1)AAP and fight against corruption:
 The first method is to allow sting operation, to create fear in mind of corrupt people. This do work in some extend, but this model is good only for small group of people. On large scale it has tendency to be misused. RTI is very good tool to fight against corruption politicians should also be in its purview but,as many of us know that few RTI activist were also blackmailing people or prominent personality after getting some data or information that can harm their carrier or personal life. Sting is much more vulnerable for misuse then RTI. And then people will do corruption by other method. Best example is retail chain management. Most of retail chain have large no of employee and  one of the task of management is to reduce leakage or corruption by staff as well as shop lifting by consumer. But Management guru knows that solution is not in sting operation but in use of technology. They make minimum monitory transection by staff and all of them through computer. One thing must be clear that corruption can not be uprooted until general mindset of people is not changed. How many of us ask a traffic police to take full money of penalty and take recipe. When ever possible, a large segment of people do take benefit of this weak system. So answer to corruption is in community awareness and intelligent management.
               Another fundamental difference is AAP believes that all natural resource should be fully under government, that is its search(like petroleum, gas), its production and sell should be under control of government, while BJP says that natural resources should be given to private sector by competitive beading. Minimum government and maximum governance. Fact it that we have lots of mismanagement in our natural resources and this sector has performed very poor under government. Millions of ton of coal got burnt in Jarkhand mines and government could not stop for year (even till now), Second is low production as compare to capacity. We are producing less then 20% of our actual capacity of iron ore. In this way government is also loosing money.

2) Narendra modi and Fight against corruption        

 Now we will discuss method adopted by Gujarat Government to reduce corruption. By no mean this is enough or maximum possible but it has solid base.
             We all know traffic police take money for violation of traffic rules and most of them is taken without recipe  and it go to their pocket.  In Surat, government has started a novel project. Very high definition cameras are placed at major roads, and those who violet traffic rules are identified at control room and punishment latter are to their home. Those who receive letter will pay the money at any branch of Dena bank. So there is no direct monitory transection by traffic police. This project has started in Surat and I have talk to persons who have got such penalty slip. This will also check crime in city  or at least help in criminal investigation. There are some practical issues also. Firstly, the project was made viable by active participation by community leaders and good amount of donation from people. This is something unique feature of this population. AAP could collect donation of only  20 crore in delhi, in contrast large numbers of  hospitals in Surat run from public donation. Largest among them is Kiran Hospital constructed solely by voluntary donation of Rs 500 crore by people of surat.    
       There were so many fraud in real estate business. Many of them were by producing duplicate signature of owner and getting power of attorney. This was specially a problem for small farmers.  Gujarat government has taken some unique stapes here. Now you can find detail of any land online by digitalized 7/12 and 8A document. 3) Public distribution system(PDS)  
       Large amount of tax payer's money is used in subsidy. one of them is food subsidy but what percent of money actually reach the beneficiary? Large amount of grain and kerosine is distributed only on paper and is sold to black market. Government started a project where distribution was done after fingerprint conformation only and person will get a recipe of amount he got. United Nations World Food Program also acknowledged Gujarat’s Targeted PDS model.

4) Large portion of Gujarat is still drought prone area. Hence farmer has to depend on ground and surface water. Apart from Sardar Sarovar project, other measures that has helped farmer is drip irrigation project . Government is giving 60% subsidy if a farmer wants drip irrigation system. 
      Aslo government gives subsidy for those who want a small tractor (with small diesel engine). These subsidies are given after conformation by Mukhi of that village, Talati  with a picture of Drip spread in farm along with above mention persons. So subsidy without actually implementing drip irrigation is very difficult.  These are one time subsidy that gives longterm dividend.

5)Once farmer has is crop ready to sell, there is another issue of getting proper rate of his production. If a farmer register his mobile number and your routine products, he will daily get SMS of rates of his products in all near by market. So he gets best rates for his products. Also farmer gets SMS about  currently prevailing paste and disease pertaining to his products with solution of the same. It will eliminate a middle man who buy cep from farmer at low rate and then sell at very high rate, as farmer also know actual market rate and its daily fluctuation.
         
                       There are so many examples. There is drastic reduction in corruption in construction and real estate also. All these shows a common working method, that is use of technology to reduce corruption. Many people says that BJP is as corrupt as congress but I do not agree. If u see trend, many ministers of congress who worked from 1991 to 1998 went to jail during that period and during tenure of BJP government, Then came BJP government, No minister of BJP government could be sent to jail even in 10 years of congress rule, but again few congress minister went to jail in last 10 years. It is easy to put allegations, one of the very honest minister, Mr Arune shourie was also named in corruption by congress but after long hunt they found nothing and were given clean cheat. In coal gate, people says that 6 blocks were allotted during BJP government but at that time cost of coal production was same as its international price(30$ for 1 ton) so no auction was done. But subsequently price raised to 300USD after 2004 but still not auction was done.
        SO overall BJP government is much less corrupt though not free of it.    

       In contrast, Mr. Kejariwal believes that corruption can be checked by sting operations. Technology is secondary. Though political will is very essential for both(BJP and AAP) and AAP seems to have more intense political will to reduce corruption, but their method seems to be less practical and short lasting. They need to move with time and implement technology. Also they need to change attitude in term of reduction in dolls and  more subsidy for long lasting measures that help people to earn their own wage.
